PASSPORTS

The biometric electronic passport is a travel and identification document valid in all countries whose government is recognised by Italy.

The temporal validity of the passport differs depending on the age of the holder:

  • for minors under 3 years of age it is valid for 3 years;
  • for minors from 3 to 18 years of age, the validity is 5 years;
  • for adults it is valid for 10 years.

The consular office in whose district the AIRE-registered applicant resides is responsible for issuing the passport. For those residing in Italy, the Questura (Police Headquarter) is in charge.

In order to be issued a passport, it is necessary to be an Italian citizen.

Before applying for a passport, it is necessary to:

 

PASSPORT APPLICATION PROCEDURES FOR ADULTS AND MINORS

  • Requests for passport appointments may be submitted online through the Prenot@Mi portal. After registering and choosing the consulate/embassy of reference, it will be possible to book appointments from the first available date set by the office.
    Alternatively, the passport appointment request may also be submitted to the email address consolato.addisabeba@esteri.it indicating name, surname and date of birth and attaching a scan of the previous passport;

ATTENTION: Parents applying together with their children must book through the Prenot@Mi Portal, selecting ‘multiple booking’. Parents applying solely on behalf of their children must apply for an appointment at consolato.addisabeba@esteri.it.

  • Once the appointment has been booked, the user will receive a confirmation e-mail.

The applicant must go to the Embassy on the day of the appointment for biometric data collection, bringing with him/her

  • Identity document: previous Italian passport (if this is not possible, bring another valid document);
  • the amount of €116, to be paid in cash in Birr local currency, or by Ethiopian credit/debit card (Please note: the consular exchange rate applied varies quarterly, you can consult the most recent consular exchange rate in the ‘Consular Decrees’ section of the ‘Consular Register’ page, only available in Italian language);
  • For children under 5 years of age only, two recent colour photographs (passport size, white background, no shadows on the face; click here for full ICAO standards);

 

ACT OF CONSENT TO THE ISSUANCE OF A PASSPORT IN FAVOUR OF A MINOR

The act of consent is a personal declaration that the parent (of any nationality) is required to sign in order to issue a passport and identity card to his/her Italian minor child.

Minors must be accompanied by a parent (or legal guardian). It is in any case preferable for both parents to be present.

The statement of consent may be issued using the appropriate form (form downloadable here) or by drawing up a declaration in lieu of certification. A photocopy of the identity document of the person signing the form must be enclosed (passport complete with the page where the signature appears or identity card both front and back).

If one of the two parents is unable to appear on the day of the appointment, he or she must fill in the consent form and sign it at this Embassy in the days preceding the scheduled appointment. Italian citizens and EU citizens may send the consent form, duly signed, to consolato.addisabeba@esteri.it, attaching a copy of a valid document.

In the absence of the assent of the other parent, the Consul – in his capacity as Guardianship Judge for minors residing in the consular district for which he is responsible – may exceptionally authorise the issue of a passport and/or identity card by special consular decree, after having carried out the necessary checks. This procedure of voluntary jurisdiction is to be considered of an exceptional nature and may consequently be used only in the event of absolute impossibility of obtaining the act of assent required by law from the applicant.

 

CUSTODY OF MINORS WHO ARE ITALIAN CITIZENS TO PERSONS OTHER THAN THEIR PARENTS IN THE EVENT OF TRAVEL

Pursuant to art. 14 of Law no. 1185/1967, if a minor under the age of 14 years, in possession of an individual passport, wishes to travel abroad accompanied by a person other than his or her parents or entrusted to an airline company, the competent consular authority (representation abroad in whose district the applicant resides or other designated office) must issue an accompanying statement indicating the name of the person, organisation or transport company to whom the minor is entrusted. For the issuance of the certificate of accompaniment, those exercising parental or guardianship responsibility must submit a specific accompanying declaration for minors, duly completed and signed (form downloadable here), and at least one of the two parents must present themselves at the Consular Section of the Embassy, by appointment. Below is the documentation to be produced, in photocopy, to accompany the application:

  • identity document of the applicant parents
  • identity document of the accompanying person or, in the case where the minor is entrusted to an airline company, documentation certifying the flight;
  • the passport under which the minor will travel.

The signature of the parent or guardian who is a citizen of a country not belonging to the European Union and not legally resident in Italy must be authenticated at the Consular Office of this Embassy or by a public official. Please also note that pursuant to Article 38, paragraphs 1 and 3 of Presidential Decree no. 445 of 28 December 2000, applications to the public administration may also be submitted electronically. It is left to the discretion of the offices, pursuant to Article 5 of Law no. 1185/1967, to decide whether or not to require, in the best interests of the child, the presence, at the time of delivery of the declaration and the signing thereof, of the exercisers of parental responsibility. The accompanying declaration shall be valid for a maximum of 6 months, for a single outward and/or return journey with a given destination. The issue of the declaration is exempt from the payment of consular fees.

 

PASSPORT ISSUING PROCEDURES FOR ITALIAN CITIZENS RESIDING IN DJIBOUTI, SOUTH SUDAN AND YEMEN

In addition to the requirements previously illustrated for the issuance of an Italian passport, the following instructions are provided for italian citizens residing in Djibouti, South Sudan and Yemen:

  • Djibouti: Italian nationals residing in Djibouti may apply to the Honorary Consulate General of Italy in Djibouti for the issuance of a passport;
  • South Sudan and Yemen: nationals residing in South Sudan and Yemen must go to the Consular Section of the Embassy of Italy in Addis Ababa.

If the Italian citizen finds himself in Ethiopia, Djibouti or South Sudan in an emergency situation (e.g. in the event of loss or theft of his passport) and there is not enough time to carry out the necessary preliminary investigation for the issuance of a new passport, the consular office of the Italian Embassy in Addis Ababa may issue a provisional travel document (also called E. T.D. – Emergency Travel Document) with validity only for the return journey to Italy, to the country of permanent residence abroad or, in exceptional cases, for a different destination.
